The purpose of the 2016 District Institute is to create a deeper understanding of how the Texas Accountability Intervention System (TAIS) Support Systems are used by district leadership team to increase leadership effectiveness and teacher quality, ultimately increasing academic performance.

Scott R. Muri became the Superintendent of Schools in Spring Branch Independent School District (SBISD) on July 1, 2015. Immediately prior to joining SBISD, Dr. Muri served as the Deputy Superintendent of Academics for Fulton County Schools in Atlanta, GA. Dr. Muri also held leadership roles in North Carolina’s Charlotte-Mecklenburg School District including Chief Information Officer as well as Area and Zone Superintendent.

Mr. Billy Snow currently serves as the District Transformation and Innovation Officer for Caddo Parish Public Schools, uniting a group of historically underperforming schools in efforts to transform school climate and culture, teaching effectiveness, interventions, and data based collaboration as part of the Transformation Zone. This set of inner city schools is already experiencing gains in attendance, test scores, graduation rates, and decreases in discipline issues.

Denise Watts currently serves as the Learning Community Superintendent for Project LIFT (Leadership and Investment for Transformation), a philanthropic initiative composed of leaders from Charlotte’s largest community and family foundations aiming to accelerate student achievement in nine West Charlotte schools. Serving as a semi autonomous learning community within Charlotte-Mecklenburg Schools the initiative focuses on talent, time, technology, and community/parent engagement and policy change. Charlotte Mecklenburg Schools is an urban school district with 146,000 students in kindergarten through 12th grade in 168 schools. Project LIFT was created to support the districts most challenging schools.

Lauralee Pankonien serves as Senior Coordinator for Educator Quality for Education Service Center Region 13. Lauralee holds a doctorate in Adult, Professional and Community Education and has worked with statewide implementation of educator appraisal systems, leadership development and administrator preparation programming for more than 15 years.
